Service Delivery Management Framework

Frankly, it's easier to manage when those numbers are obscured, rather than having the difficult but necessary public conversations about service levels and their corresponding tax implications. But the easy way is not the right way.

Completing this framework is a non-negotiable for transparent governance. In practice, it should give residents a clear line of sight into what each service, from administration to snow removal to recreation programs, actually costs to deliver.

My approach is two-fold:

  • First, I will move to direct Administration to finalize this framework, with a mandate to present the data in a clear, broken-down way that is accessible to every resident.

  • Second, I will insist this 'menu' becomes the foundation of our annual budget deliberations. These decisions must be informed by its true cost and aligned with resident feedback.

This is how we move from making political promises to making community-driven, strategic decisions we can actually sustain. It’s the only way to build lasting trust with the people we serve.
